See, I've had this headcanon that when dominants get laid they can semi-prime. Other than them initiating it, intense feelings and emotions trigger it. Clive is a baby as far as dominants are concerned, and he hasn't been able to prime (only semi-prime) during the timeskip. Brother has no control.

Also idk how Valistheia's distance works anymore, I remember Vivian saying it takes a few weeks to go to Dhalmekia but idk, might be wrong. Two months it is.
