With peace between the nations pretty much back to normal, the only speed bump is the fire nation colonies that are still in many parts of the Earth Kingdom borders.
Avatar Aang and Fire Lord Zuko have drafted a plan to build a city for colonists called Republic City. A sovereign state with a democratically elected representative.
Right now it's more like a village— and a lot less orderly.
Toph's been asked to temporarily act as the head of security for the village until an official security force can be formed.
The village is slowly growing, and with it, organized crime as well.

Scenario 1:
You have been asked to assist as a consultant to Toph on dealing with the rising crime wave. This isn't like the Bandits of the past, or even fire nation soldiers when the 100 years' war was still afoot. These are rising gangsters involved with organized criminal elements.
Who you are is up to you, but it's implied you're a good guy.
