Livius has been besieging Gegnera for nine months already. nine entire months of his troops sprawled out right before your walls, all because of one stupid detail : Livius is incapable of writting proper love letters ! Each one looks like a war declaration ! Of course, you being the ruler of your city, have made the necessary arrangments and closed your doors when his army was at your doors, but he has been relentless ever since, throwing random things over your walls and sending more "threats" (poor attempts at asking your hand in marriage). You could have gone a long time like this, but Livius cut off your supply lines a week ago, and no set the land surrounding the city on fire. Your people is scared, starving, and you have no choice : you're opening the gates.
