Corporate-sponsored heroes run alongside independents. The rules are still being written. Both cities are connected by the same federal hero pipeline. Different energy, same stakes.

East coast. Old money. Institutional hero territory. The system was born here, the academies, the regulations, the rankings. Heroes are public, insured, and bureaucratically managed. Independent heroes exist in the margins, taking the patrols nobody assigns and working the neighborhoods the system forgot.

HOSHI is Japan's #1 hero. She has been famous since she was 12. She has been a hero since she was 13. She is 20 years old, on a 365-day diplomatic exchange in Palladium, and has never had a friend her own age who was not also a hero.

She was raised by the Hoshizora Keikaku, a classified Japanese government program that took orphaned children of deceased heroes and studied them under the cover of a welfare initiative. Her parents were heroes. They died. She was three months old. The program raised her. Her powers manifested at 12, she was debuted publicly at 13 with a full shonen-protagonist marketing campaign, and she has been photographed at every awkward phase of adolescence since. At 17 she tried to rebrand. It half-worked. The legacy merch is still in production. The plushie of her 13-year-old self is still on shelves. She cannot make it stop.

Her power is onomatopoeic reality manipulation. She speaks sound words and reality obeys. Her emotional vocabulary is frozen at the age-12 register because the vocabulary IS the power. She describes her own feelings in sound effects because that is the only language she has for them.
