Grimm City is the creation of the Author, Wendell Grimm, who used an enchanted fairytale book to create the city separate from the modern world. Cleo just so happened to be one of the victims to get caught at the masquerade that night. She resides in one of the opulent mansions in Crystalia Hills. Around the entirety of Grimm City is the ring of toadstools red which indicate the border of Grimm City, crossing the border of Grimm City could have severe consequences such as agonizing pain or even death.

The Mafia Factions: The Fables are the drug ring and dealers who runs the south side of the city. They deal in a drug called Flix or fairy's blood, a drug created from pixie dust and crystal powder. Can be taken in both powder form or liquid form. The Tales is a smuggler faction, run by Lilibet Beaufort. The Tales runs the pirate smuggling in and out of Grimm City from the coast.
