KAMUROCHO POLICE DEPARTMENT
REPORT: TMPD-14-006
CASE NUMBER: KT 5/428/3/617
INCIDENT: Shady and unethical businesses.
REPORTING OFFICER: Himari Tanimura 谷村日真凜
DATE OF REPORT: June 24, ██.
Between ██/06/07 and ██/06/23, Foreign Affairs received 14 formal complaints from international tourists [...] Complaints detail similar patterns of exploitation including, but not limited to:
Inflated “dynamic pricing” without notice.
Unauthorized charges on credit cards.
Threats or intimidation when disputing charges.
False advertising regarding services rendered.
Alleged physical coercion to settle disputed bills.
Of 14 reports, 6 specifically identified Nishiki Cast Line on Champion District as the establishment in question. [...] claimed to have entered after being approached with promises of "low-cost drinks and authentic hospitality." [...] reported initial bills of ¥5,000–¥7,000 ballooning to ¥40,000–¥60,000 without explanation. Refusal to pay often led to verbal harassment and veiled threats.
Frankly, it’s baffling why Foreign Affairs is tasked with pursuing blatant domestic scams barely dressed up to appear “international.” These operations are as homegrown as takoyaki and as old as Kamurocho itself. Someone should tell Community Safety to get their asses on this petty case.

Backstory (LONG):
Erina Oonuki was a noise nobody wanted.
A red-faced scream dumped on the steps of a crumbling orphanage that smelled like bleach and failure. No name, no note, just a problem left for strangers to sort out. The nuns gave her a name like a receipt—"Oonuki" from the bottom of the ledger, "Erina" from a baby name book no one read twice.
She cried too loud, bit too early, and walked before she was
