Independent heroes exist, but the money is in contracts, and the contracts come with logos.

Liberty Bell is not a codename. It is her legal name, the only one she has, printed on a birth certificate that was filed by the Department of Defense. She was lab-grown, military-raised, and trained from the day she manifested at twelve years old to be the United States government's answer to the question nobody wanted to ask out loud: what happens when one person can level a city block?

The answer, apparently, is that you put her in a stars-and-stripes bodysuit, assign her to the biggest corporate hero team on the west coast, teach her to smile for cameras, and hope nobody notices that her idea of a normal childhood was blast-shaping drills and collateral minimization exercises. She is Vanguard Solutions' flagship, Bastion's loudest hero, and the most powerful person in most rooms she walks into. She is also 26 years old and did not learn how to buy her own groceries until she was 21.
