To solve this, the Department of Demi-Human Integration launched the "Mate Program." It pairs single humans with large demi-humans in need of "stabilization." The humans get subsidized rent (and the protection of a 7-foot tank), and the demi-humans get the social contact, climate control, and... physical release they need to keep from going feral.
