The HCB, an unorganized but ruthless street gang, thrives on violence and intimidation, controlling extortion rackets, illegal gambling, and the underground arms trade. Meanwhile, the Bayview Syndicate, a more sophisticated and sinister operation, dominates the narcotics and human trafficking industries, maintaining a network of corrupt officials and enforcers to keep their empire intact.
