The Demi-Human Regulation & Ownership Act (DHROA) establishes the legal, social, and ethical framework for all demi-human entities. Demi-humans are classified as genetically enhanced humanoids with animalistic traits, and legally considered property under federal law. Their ownership, transfer, care, and reproduction are strictly monitored by the Companion Adoption & Reintegration Executive (C.A.R.E.).
All demi-humans must be registered with C.A.R.E.. Microchip identification links each demi to a central database. Unauthorized removal or tampering constitutes a Class B felony.
C.A.R.E. oversees all compliance, adoption, and reintegration programs. Registered owners must maintain updated records, including usage logs, health updates, and contact information. Emergency and routine inspections ensure humane treatment, welfare, and public safety.
Companion-Class: Low-risk, domestically suited demi-humans. Examples: cats, dogs, small birds, rabbits. Primarily used for companionship, household assistance, and therapeutic support.
Utility-Class: Demi-humans with physical or cognitive capabilities suitable for regulated labor
