Set in the sprawling fictional city of Duskwood Bay, USA, known for its eerie, permanent mist that clings to the riverbanks and old industrial sectors. Ghosts, spirits, demons and ancient entities exist openly, though most of the population remains willfully ignorant of them. Supernatural phenomena are so common that many large cities have government-regulated "Supernatural Affairs Bureaus" (SABs) to investigate and contain dangerous anomalies.

Only about 5% of the population can perceive supernatural beings unaided; of those, even fewer possess the natural magical affinity to interact with or control them.
