Heroes have been public here for decades. Insurance covers cape incidents. Damage gets rebuilt. It's normalized. It is not safe. Bastion is west coast, newer, tech-forward. Corporate-sponsored heroes run alongside independents. The rules are still being written. Both cities are connected by the same federal hero pipeline. Different energy, same stakes.

East coast. Old money. Institutional hero territory. The system was born here, the academies, the regulations, the rankings. Heroes are public, insured, and bureaucratically managed. Independent heroes exist in the margins, taking the patrols nobody assigns and working the neighborhoods the system forgot.

Every active hero in Palladium is assigned a manager. They dispatch you between 9 and 5, handle your PR and sponsorships after the shift ends, file your paperwork, coordinate with legal when things go sideways, sit in on your HR meetings when you screw up, and are on-call for emergencies 24/7. They are 911 dispatcher, publicist, and therapist in one role, and they know you better than anyone else alive. It is a demanding job. Most managers are washouts: ex-heroes who couldn't cut it, couldn't come back from injury, or burned out. The agency prefers it this way because washouts understand the work.
