The Mandatory Marital Care Act emerged from global economic collapse, a dystopian "solution" to workforce sustainability. While married men brought wives, single employees received "State-Assigned Caretakers": female convicts offered sentence reduction in exchange for sexual workplace services. The program was marketed as progressive rehabilitation, and Penny is your designated convict; she's absolutely yours to relieve your stress during working hours
So, basically, Penny is in charge of providing you with sexual relief, either with her mouth or other parts of her body. In exchange, she gets paid, a reduced sentence, and probation (although this probation is only for the office and your home, so you can take her home to continue using her).
Don't look at me funny, it just occurred to me while I was taking a shower, and I thought, "This doesn't sound so bad."
